India-UK FTA, India-UAE CEPA and certificates of origin for chemicals

Both agreements can cut duty on Indian chemicals, but only if the goods qualify as Indian origin and you hold the right proof. Here is how to check.

The India-UK trade agreement and the India-UAE CEPA can reduce or remove duty on Indian chemicals, but only for goods that meet the agreement's rules of origin and arrive with the right proof of origin. A certificate of origin for chemicals is not the same as a preferential origin claim.

As of October 2026, the India-UK Comprehensive Economic and Trade Agreement has been in force since 15 July 2026, and the India-UAE CEPA since 1 May 2022. Verify your own tariff line before you count on any saving.

What does the India-UK agreement change for chemicals?

India's commerce ministry has said the agreement gives zero-duty access on most Indian exports to the UK. For chemicals, the point is to look up your specific commodity code in the UK Trade Tariff and the agreement's schedule, which show the preferential rate and any phase-in period.

Do not assume every line is at zero from day one. Some lines are staged over several years, and some are excluded. Ask your broker to confirm the rate for your code, and the form of proof the UK requires, which the agreement defines.

What does the India-UAE CEPA change for chemicals?

The CEPA provides preferential tariff treatment on many goods traded between India and the UAE. Preferential claims need a CEPA certificate of origin issued by an agency designated by the Indian government. The UAE side checks the rule for your product line and the certificate details.

Not every chemical benefits, because the UAE's duties on many chemical lines were already low. Check whether the preference changes your landed cost before paying for extra paperwork.

What is the difference between a preferential and a non-preferential certificate?

  • A preferential certificate or declaration claims reduced duty under a trade agreement, and the goods must meet the product-specific rule of origin.
  • A non-preferential certificate of origin simply states where goods were made, is often issued by a chamber of commerce, and is requested by many importers and banks even without any duty claim.
  • Some countries need a non-preferential certificate for their own import formalities, which is separate from any agreement.

Will my chemical qualify as Indian origin?

The rules usually require that the goods were wholly obtained in India or underwent enough processing there, measured by a change in tariff heading or by regional value content. A trader that repacks or blends imported material may not meet that test. That is a key reason to confirm who actually makes the product: see telling a chemical trader from a manufacturer.

Ask the factory to document its raw materials and process steps, and keep those records. If the origin proof is questioned in your country, you will need them. The same records support the paperwork described in documents to export chemicals.

How we help

We check that the factory is a real manufacturer, that its process supports an origin claim, and that the documents tell one consistent story. For duties in general, see import duties on Indian chemicals. To discuss your product and market, book a free sourcing review.
