Importing Indian fabric into the UAE and GCC

How to import fabric from India to the UAE: the CEPA preference and what proves origin, why Dubai is also a re-export hub, and how to approach GCC buyers.

To import fabric from India to the UAE, you buy from a mill or processor that can issue origin documents, ship to a UAE port such as Jebel Ali, and claim the preference available under the India-UAE CEPA if the goods qualify. Fabric importers in the Middle East and wholesalers across the GCC often buy this way.

The UAE is also a distribution point. Many goods landed in Dubai are sold on to other GCC states, Africa and Central Asia, so a UAE importer may be buying for a wider customer base than the local market.

What does the India-UAE CEPA do for fabric?

The India-UAE Comprehensive Economic Partnership Agreement came into force in May 2022. Textiles were among the labour-intensive sectors that received immediate zero-duty access on the UAE side, as described in the agreement's published summaries. As of October 2026, confirm the current position on your exact fabric line with your customs broker, because the preference depends on the goods qualifying.

Qualifying means meeting the agreement's rules of origin. For a fabric, that can mean the processing steps done in India and, in some cases, where the yarn came from. Ask the mill which rule it relies on, and ask for a certificate of origin from an authorised issuing body. Without it, customs can charge the normal rate.

How do GCC fabric buyers usually buy?

Gulf wholesalers tend to buy in volume, in many colours and designs, and expect quick repeat supply. Typical categories include:

  • Polyester and blended dress fabric, georgette, chiffon and satin from Surat.
  • Cotton shirting and suiting, including white and plain-dyed lines for uniforms and thobes.
  • Printed and embroidered fabric for fashion and bridal retail.
  • Curtain and upholstery fabric for hotels and fit-out projects.

Our guide on synthetic fabrics made in Surat and the main export markets for Gujarat textiles show which clusters make what.

Does Dubai's re-export role change how you buy?

Yes, in two ways. First, goods you plan to re-export may need different documents from goods sold locally, so tell your broker the plan at the start. Second, your customers elsewhere may have their own labelling or conformity rules. For example, Saudi Arabia has its own conformity system for textile products, which we cover in GCC and SASO textile standards.

Keep the invoice and the origin certificate consistent with the goods and the consignee. A mismatch at one border can delay the whole shipment.

What should you check before ordering?

Treat the mill, not the seller, as the unit of trust. Confirm the processing unit, the lot control and the shade approval before you pay an advance. For the gaps that sit between a quote and a delivered roll, read the UK and EU duty benefit guide for how origin proof generally works, and why quality drops after the first container.

Shade, width and roll length should be written into the order. Gulf wholesalers often re-sell by the roll, so a short roll or an off-shade lot returns to you as a complaint.
