Toll blending, repacking and custom formulation in India

Toll blending, chemical repacking and custom formulation are lighter than synthesis. Here is what each service involves, what to specify, and how custom packaging works.

Toll blending in India, chemical repacking, custom formulation and custom packaging are services where the plant mixes, fills or labels products without running a chemical reaction. They suit importers who want a product under their own name or to their own recipe, with less risk than synthesis.

Each service has its own checks. The notes below show what to specify for each, and where regulation still applies even though no new chemistry is happening.

Toll blending

In toll blending, you supply or specify the components and the plant mixes them to your formula for a processing fee. It is common for lubricant additives, surfactant blends, cleaning products and textile auxiliaries.

Specify the order of addition, mixing time and temperature, the viscosity or pH window, and the test that releases each batch. Ask how the plant cleans tanks between products, because cross-contamination is the main risk in a multipurpose blending plant. Keep a retention sample of every batch.

Custom formulation

Custom formulation means the plant develops or adjusts a recipe to meet your performance target. You give the end use and the performance test, and the plant proposes a formulation and runs trial batches.

Agree who owns the final formula, and whether the plant may offer a similar product to others. Test performance yourself before approving, using the methods in how to test a specialty chemical's performance and the trial approach in trial batches for specialty chemicals. Protect the recipe as described in making chemicals to your formula under NDA.

Chemical repacking and custom packaging

Repacking means the plant fills your chosen container from bulk. Custom packaging means containers, labels and cartons designed for your brand or market. Decide these points before you ask for a quote:

  • The pack types and sizes, such as bottles, jerricans, drums or IBCs, and the material of each.
  • Whether the product is dangerous goods, because then the packaging must be UN-approved and marked.
  • The label content and language, including hazard pictograms and supplier details required in the destination market.
  • The minimum quantity for printed labels, cartons or custom containers.
  • How lots are coded, so every pack traces back to a batch record.

Our guides on private-label specialty chemicals and packaging for specialty chemicals go further on these choices.

Rules that still apply

Labelling and registration duties do not disappear because the plant only blends or repacks. In some markets, the company that places a product on the market under its own name takes on legal responsibilities, including classification and labelling. Confirm your position with the regulator, a certifier or a customs broker in the destination country before you use your own brand.

Compatibility also matters. A container that suits one product may soften, swell or leak with another, so ask for a compatibility check and test a filled pack before you scale up.
